The Summer School Global Challenges focuses on the political, economic and security issues that shape and reconfigure the current architecture of the international system. It is offered for the students of the Master in International Studies of ISCTE-IUL, for other post-graduate students and also for external candidates interested in international, development matters. It is a 6 ECTS, 5 days, 20 hours Course, with daily classes from 18h00 to 22h30, offered from 23 to 27 September 2019. Classes will be lectured by guest speakers. The Summer School has the collaboration of the Instituto Marquês de Valle Flor (IMVF) and the Lisbon Club.

For participants interested in acquiring 6 ECTS, attendance to 80% of the classes and a positive evaluation of a written essay of around 3 thousand words is required.

About the lecturers

Fernando Jorge Cardoso, Academic coordinator

Invited Associate Professor at ISCTE-IUL, Head of Strategic and Development Studies of the Institute Marquês de Valle Flôr, Executive Director of the Lisbon Club. He received his PhD (1991) and Habilitations (2006) from ISEG-UL. In Mozambique he was Dean of the School of Economics of the Eduardo Mondlane University (1978-1983), Advisor to the Minister of Planning (1977-1983) and CEO of Maragra, a sugar company (1983-1985). In Portugal he carried out research, education and management activities in several university institutions. He was head of the Africa Programme of the Institute for Strategic and International Studies (1991-2012). He was consultant on the elaboration/evaluation of aid programmes in Angola, Mozambique and Cape Verde. He was copresident of the Organising Committee of Estoril Conferences (2009; 2011). He has an extensive list of publications on African, Development and International Relations.

 

Luís Amado

Chairman of the General Supervision Board of EDP (Eletric Power Company) since 2018. He was Invited Titular Professor at the Institute for social and Political Sciences (ISCSP-UL), Member of the Strategic Council and until recently the first President of the Board of the Lisbon Club. Since the 1990s he held several positions in the Portuguese Government, including Secretary of State Adjunct for Home Affairs, Secretary of State for Foreign Affairs and Cooperation (1995-1997 and 1999-2002), Minister of Defence (2005-2006) and Minister of State and Foreign Affairs (2006- 2011). He was representative at the Regional Assembly of Madeira and member of the Portuguese Parliament. He graduated in Economics at the Technical University of Lisbon. Luis Amado was international consultant, adviser to the National Defence Institute (IDN) and Visiting Professor at Georgetown University. He was non-executive Chairman of BANIF.

 

Luís Nuno Rodrigues

Full Professor at the Department of History of ISCTE-IUL, he is also the current Director of CEI-IUL, the Center for International Studies. He is also the Editor of the Portuguese Journal of Social Science. In 2006 and 2008, he was visiting professor at Brown University, USA. A former Fulbright student, Rodrigues holds a PhD in American History from the University of Wisconsin, Madison, USA, and a Master’s degree on Portuguese 20th Century History, at Universidade Nova, Lisbon. Rodrigues has published several articles and books in Portugal and abroad. The Portuguese version of his PhD Dissertation, on Portuguese-American relations during the Kennedy Administration was published in 2002 and won two national prizes in Portugal. His most recent book is a collective volume on worldwide perceptions of NATO, six decades after its creation.

 

José Manuel Félix Ribeiro

Advisor to the Board of the Calouste Gulbenkian Foundation and Invited Fellow of the Portuguese Institute for International Relations, IPRI-UNL. He is also Vice-President of the Supervisory Board of the Lisbon Club. Félix Ribeiro worked in several government departments of studies, prospective and planning from 1973 to 2012, including the Group of Basic Studies of Industrial Economics, the Service of Studies and Planning of the National Unit of Scientific and Technological Research. He was Deputy-General Director of the Department of Prospective and Planning where he worked from 1995 to 2006, being responsible for International Information and Prospective issues. He carried on several studies and published a number of articles on international economics, prospective studies and development strategies. He got a BA in Economics at ISCEF in 1971 and a PhD in International Relations at the School of Social Sciences and Humanities of the Lisbon Nova University in 2012.

 

Catarina Roseta Palma

Associate Professor at ISCTE-IUL. Her main research interests and activities are related with environmental and natural resource economics, especially in the areas of water management, behavioral models, uncertainty, and growth. She has several publications in the aforementioned areas. She has taught Environmental Economics, Public Economics, and Microeconomics at the undergraduate as well as the graduate levels, and she has coordinated a graduate degree in Corporate Sustainability. Catarina Roseta Palma is the vice-president of the European Association of Environmental and Resource Economists. She worked with the Instituto da Água (INAG), the Portuguese Water Authority, on the implementation of the economic aspects of the Water Framework Directive in Portugal. She has also worked as a consultant for the Portuguese Environment Ministry, the European Commission and the River Basin Authorities of Alentejo and Algarve.

 

Nuno Antunes

Partner of the Law firm Miranda & Associados, he is a specialist in law of the sea, working mainly on oil and gas issues. Previously (2006), he was Legal Adviser to the Prime Minister of Timor-Leste for the petroleum sector. He was Legal Coordinator of the Portuguese Task Group for the Extension of the Continental Shelf, expert to the Portuguese Strategic Commission on the Oceans, and currently integrates the arbitrators’ list of the United Nations Convention on Law of the Sea. He taught Public International Law and Constitutional Law and is a regular speaker in Post-Graduation courses and conferences. Nuno Antunes holds a BA in Naval Military Sciences from the Portuguese Naval Academy, a BA in Law from the University of Lisbon, and he got also a MA and a PhD from the University of Durham, UK. He has authored a number of books and articles, among them “Towards the Conceptualisation of Maritime Delimitation: Legal and Technical Aspects of a Political Process”, Brill, 2003.

 

Raquel Vaz Pinto

Raquel Vaz-Pinto is Researcher of the Portuguese Institute of International Relations of Nova University of Lisbon. She was President of the Portuguese Political Science Association from 2012 to 2016. Her articles have been published, amongst others, in the Brazilian Journal of International Politics and The American Interest online. She is the author of «A Grande Muralha e o Legado de Tiananmen, a China e os Direitos Humanos» [The Great Wall and the Legacy of Tiananmen, China and Human Rights] (Tinta-da-china, 2010), «Os Portugueses e o Mundo» [The Portuguese and the World] (Fundação Francisco Manuel dos Santos, 2014) and published in 2016 by Tinta-da-china «Administração Hillary» (together with Bernardo Pires de Lima) and «Para Lá do Relvado, o que podemos aprender com o futebol» [Beyond the Pitch, what we can learn with football]. Her research interests are Chinese foreign policy and strategy; US Grand Strategy and the Asia-Pacific; Religion in International Relations; the Portuguese and the World; and Football and International Relations. Currently, she teaches the course on Asian Studies at the Social and Human Sciences Faculty of the Nova University of Lisbon.

 

Clara Carvalho

Assistant Professor at ISCTE-IUL. Since July 2015 she is President of AEGIS. Until May 2016 she was the first Chair of the Center of International Studies (CEI-IUL). She is also Vice-President of the General Assembly of the Lisbon Club. She was Invited Professor at Université de Lille (2002-2003) and Brown University (2004) and at the Methodological Ateliers of CODESRIA (2005, 2007, 2008). She published a number of works, among them “Reflexions sur les histoires d’origine à Pecixe (Cacheu, Guinée-Bissau)” in Migrations Anciennes sur les Hautes Côtes de Guinée, Gérald Gaillard & Marie-Paule Ferry ed., Paris, L’Harmattan, 2000; “A Persistência da História” (with João de Pina Cabral, ed.), Lisboa, ICS, 2005; “Guinean Migrant Traditional Healers in the Global Market” in Medicine, Mobility and Power in Global Africa. Transnational Health and Healing, ed. Hansjörg Dilger, Abdoulaye Kane & Stacey Langwick, Indiana UP 2013. She holds a PhD in Anthropology from ISCTE-IUL.

 

Bernardo Ivo Cruz

Member of the Board of SOFID, the Portuguese Development Finance Institution, focusing in particular on Private Sector and SDG’s impact in Developing Countries and Emerging Markets. He is Member of the Board of the Lisbon Club. He is the editor of the London BREXIT Monthly Digest. Bernardo holds a PhD in Politics from the University of Bristol in the UK, was a British Foreign and Commonwealth Chevening Scholar and currently serves as member of the Court of the University. Previously, Bernardo served as Undersecretary of State for Foreign Affairs, Diplomatic Economic Adviser in the UK and Latin America and coordinated the Club of Madrid Program for Dialogue for National Reconciliation in Timor Leste. In the private sector, Bernardo founded and was Global Managing Partner at True Bridge Consultancy, based in London, and served as Chairman of the Portuguese Chamber of Commerce in the UK. He has lived and worked in sevral countries, namely Portugal, Brazil, the United Kingdom and in Timor Leste.

 

Isabel Ferreira Nunes

Head of the Research Center of the National Defense Institute (IDN), directs the National Defense Course and represents IDN at the Executive Academic Committee of the European College of Security and Defense. She was Deputy Director of IDN (2006-2008). Holds a PhD in Political Science from the University of Twente and a postdoc in International Relations from the University of Groningen. She was a Fellow Researcher of the Foundation for Science and Technology (2002-05; 2009-10) and got a scholarship for a NATO Scientific Research Program (1999-2001). Was advisor at Secretary of Defense International Relations Cabinet (1987-1990) and at International Relations Department of General Defense Policy (1990-1995). She is external reviewer for ‘Journal of Common Market Studies’ and ‘International Relations’. Her latest publications include “International regimes as an analytical tool” (2016), “Comprehensive Approach in Crisis management: A literature review” (2017), “The British Referendum and European Security and Defence” (2017).

 

Carlos Branco

Major General of the Portuguese Army (reserve). He holds a MA on Military Sciences (Military Academy, Lisbon). He was in the Balkans, before Dayton, as UN military observer. He served in EUROFOR HQ, Florence, as Chief of the Intelligence Analysis Section. In 2001, he was assigned to the Military Division of the DPKO, UN Head Quarters, as Peacekeeping Affairs Officer for the UN missions in the Middle East. He was Battalion, Regiment Commander and Airborne Brigade Deputy Commander and COMISAF spokesperson in Afghanistan. In 2008, he was Deputy Director of the National Defence Institute and Army Director of Doctrine before being Director of Cooperation & Regional Security in the International Military Staff, NATO HQ. He was Deputy Director, at the War College. He has more than 55 articles on technical-military, conflict resolution, security, defense matters in books, periodicals, daily news and co-edited 2 books on peacekeeping.

 

Lino Santos

Since July 2018 he is deputy-general director at the National Security Office, and General Coordinator of the National Cybersecurity Centre. He is also the Portuguese Representative at the Management Board of the European Cybersecurity Agency. He was head of Security and User Services at the National Foundation for Scientific Computing and later at the Foundation for Science and Technology where he was manager of the Portuguese Computer Emergency Response Team – CERT.PT. In 2012 Lino Santos was member of the installing Committee of the Cybersecurity Centre. His major topics of research focus on Cybersecurity and Internet Governance. He has a master in Advanced Studies in Law and Security from the Law School of Lisbon Nova University and a degree in Informatics and Systems Engineering from Minho University.

 

Marina Costa Lobo

Principal Researcher with public habilitations at the Institute of Social Sciences of the University of Lisbon (ICS-UL), and Member of the Board of IPP – Instituto de Políticas Públicas. She is also Coordinator of the Observatório da Qualidade da Democracia at ICS-UL. Marina Costa Lobo is Vice-President of the Board of the Lisbon Club. Her research interests focus on electoral behaviour and political institutions in Portugal in a comparative perspective. She was one of the co-directors of the Portuguese Election Study, which has carried out post-election surveys in Portugal since 2002. She published in several academic journals. Her most recent book is “Personality Politics? Leaders and Democratic Elections”, co-edited with John Curtice, Oxford University Press, 2015. In 2015, She won the European Research Council Consolidator Grant. She obtained her Doctorate in Politics in 2001 in Oxford University, at St. Antony’s College

 

Francisco Seixas da Costa

Independent non-executive Member of the Board of Jerónimo Martins SGPS, of Mota Engil SGPS and of EDP Renewables SA. He is President of the Board of the Lisbon Club. Francisco Seixas da Costa was former Portuguese Ambassador at the United Nations, the Organisation for Security and Cooperation in Europe, OSCE, UNESCO, Brazil and France. He was Secretary of State for European Affairs (1995-2001) and Executive Director of the North-South Centre (2013-2014). Since 2013 he is Member of the Consultative Council of the School of Economics (University of Coimbra). He lectures at University Autónoma of Lisboa and belongs to the Scientific Council of Política Internacional and of Janus – Journal of International Relations. He authored several books and articles in international relations and security and he is columnist in two daily newspapers. He got a BA on Political and Social Sciences from the Technical University of Lisbon.

 

Jaime Nogueira Pinto

Member of the Board and shareholder of Business Intelligence, Strategic Counseling and Private Security Companies. He got a Graduation in Law and a PhD in Social Sciences from the University of Lisbon. He is a Conferencist at the Institute of National Defense and at the Military Higher Institute in Portugal and at the Higher Institute of Military Education in Angola. He is Chairman of the Board of the Luso-African Cultural Foundation. He is member of the Heritage Foundation and the IEP (Bendern, Liechtenstein). He was an Invited Professor at ISCSP and at the Catholic and the Lusíada Universities. He was Member of the Board of the editing company Bertrand, S.A. and Director of the newspaper O Século. He published on contemporary history of Portugal (O Fim do Estado Novo e as Origens do 25 de Abril, Introdução à Política, A Direita e as Direitas, Ideologia e Razão de Estado: uma História do Poder, Portugal Ascensão e Queda, O Islão e o Ocidente, Cinco Homens que Abalaram a Europa). He is a regular collaborator of several media – newspapers, radios and televisions.
