CEI-Iscte researcher Raquel da Silva recently published the scientific article ‘Care and counterterrorism: a scoping review’ in Critical Studies on Terrorism, an international scientific journal published by Taylor & Francis.

The article analyses the intersection between counterterrorism practices and ethics of care, exploring how security policies have been instrumentalising care relationships and institutions — such as health, education, and social work — in the context of post-9/11 security governance.

Based on a scoping review of the social science literature, the study identifies patterns of surveillance, mass accountability, racialisation and professional tensions, highlighting the need to develop alternatives genuinely based on care, separate from securitarian and militarised logics.
