Ana Margarida Esteves, researcher at Iscte’s Centre for International Studies, recently published an article in the Community Development Journal entitled ‘Transnational networks of energy communities as counterpower in the European Union renewable energy transition framework’.

In this study, Ana Margarida Esteves explores how transnational networks of energy communities in Europe organise themselves to influence EU policies in the field of energy transition. The author argues that these networks, by promoting access to information on EU regulations and policies, are building a ‘counter-power’, essential for shaping the transition to renewable energies with an approach that favours socio-ecological development and territorial governance.

Despite the challenges and the disparity in resources compared to large centralised energy suppliers, energy communities play a crucial role by sharing knowledge and resources that boost popular and local participation in the energy transition. This work broadens the understanding of the importance of a sustainable and inclusive energy transition in Europe, considering not only technological innovation but also the active participation of local communities.

This article, which is the result of work carried out on the EuroREGEN project, is an important contribution to the field of public policy and community development, as it highlights the possibilities for social transformation within the EU’s regulatory framework.
